ORDINANCE Nº 2801, OF 18 NOVEMBER 2008

Amends Article 1 of Ordinance No. 427/GM of March 22, 2005, which established the National Commission for Monitoring and Evaluation of the Implementation of the National Pact for the Reduction of Maternal and Neonatal Mortality.

THE MINISTER OF STATE FOR HEALTH, using his powers provided for in sections I and II, sole paragraph of art. 87 of the Constitution, and

Considering the international commitment made by Brazil to fulfill the objectives of the Millennium Development Goals, especially goals four and five, whose objectives, respectively, are to reduce by two thirds the mortality of children under five years and to reduce by three quarters the rate of Maternal mortality in the period between 1990  and 2015;

Considering that the National Pact for the Reduction of Maternal and Neonatal Mortality was recognized by the United Nations - UN as a model of social mobilization and dialogue to promote the Millennium Development Goals;

Considering the strategies for reducing maternal and neonatal mortality to acceptable levels by the World Health Organization - WHO should be part of public policies for medium and long term, and

Considering that the pact made between the three entities of the Federation, on March 17, 2004, with the goal of setting conditions for mutual cooperation in order to provide obstetrical and neonatal qualification in the country, published as Extract of Protocol of Intentions, under section 3 from the Official Gazette of January 31, 2005, page 35, did not set a deadline for implementing the strategies of the goal, resolves:

Article 1. Change art. 1 of Ordinance No. 427/GM of March 22, 2005, published in Official Gazette No. 56, March 23, 2005, section 1, page 23, which shall read as follows:

"Article 1. To establish the National Monitoring and Evaluation of the Implementation of the National Pact for the Reduction of Maternal and Neonatal Mortality in a technical-advisory function, which will act in line with the proposed period for achieving the Millennium Development Goals, whose evaluation is scheduled for 2015, with the following objectives: "(NR)

Article 2. To include the organs and institutions listed below in the composition of the National Monitoring and Evaluation of the Implementation of the National Pact for the Reduction of Maternal and Neonatal Mortality, under Art. 2 of Ordinance No. 427/GM, 2005:

I - Ministry of Health:

a) Department of Primary Care, Department of Health Care - one representative
b) Department of Specialized Care, Ministry Health Care - one representative

II - Defense Ministry - one representative
III Ministry of Social Development and Fight Against Hunger - one representative
IV - Ministry of Education - one representative
V - National Secretariat for Youth - one representative
VI - National Federation of Doctors - one representative
VII - the Senate - one representative
VIII - House of Representatives - one representative
IX - Federal Council of Psychology - one representative
X - Brazilian Union of Secondary Students, one representative
XI - National Union of Students - one representative
XII-Perinatal Health Network North and Northeast, one representative
XIII - Network Suckle Brazil - one representative

Article 3. This Ordinance shall enter into force upon its publication.
