The Secretary of Attention to Health, in the use of its attributions,

Considering the “Cupola of the Millennium of United Nations”, the meeting with the participation of world-wide leaders of 189 countries where if it established a set of objectives and goals clearly delimited how much to the time, aiming at to fight the poverty, the hunger, the illnesses, the illiteracy, the degradation of the environment, the discrimination against the woman and, prominently, to promote the principles of the human rights;

Considering the presentation of the “Declaration of the Millennium” that stipulated a set of general objectives, goals and respective pointers, called “Objective of Development of the Millennium”, translating the main recommendations waked up in the great world-wide conferences on the development, including the conferences of the Social Cycle of the ONU;

Considering the “Declaration of Brasilia”, conference with participation of all nations in the Americas where it was set to the actions and commitment to implementation of which is expressed in Objectives of the Declaration of the Millennium;

Considering that some of the Objectives of Development of the Millennium are mentioned directly to the health questions, being important to detach that the fulfillment of these goals demands, of the public power, beyond the implementation of politics, the regular survey of information for monitoring and evaluation;

Considering that the Secretariat of Attention to the Health has basic paper in the execution of the politics in health associates to the Objectives of Development of the Millennium, mainly in the subjects related to the Maternal Health, Infantile Mortality and Eradication of the Hunger and the Malnutrition, solves:

Art. 1º To institute, in the scope of the Secretariat of Attention to the Health, Work group with the following attributions:

I. To argue, to analyze and to divulge actions carried through for the SAS related to the Objectives for the Development of the Millennium.

II. To assist in the systematic analysis of the actions in health associates to the Objectives for the Development of the Millennium.

III. To elaborate strategies that contributes in the execution, monitoring and evaluation of the actions in health associates to the Objectives for the Development of the Millennium.

IV. To promote studies, research and events with the purpose to fortify the commitment with the Objectives of Development of the Millennium.

V. To articulate activities with other Ministries for the spreading of intersectional actions.

VI. To guide the areas techniques of the SAS, as advisory instance, in the substances related to its attributions.

Art. 2º The Work group, created for this would carry, will have the following composition:

I. A representative of the Cabinet of the Secretary/SAS (Assessorship of the Cabinet);

II. A representative of the Department of Basic Attention (Area Technique of Feeding and Nutrition);

III. Three representatives of the Department of Action Programmatic Strategic/DAPE, being:

a) representative of the Area Technique Health of Child and Maternal Suckling;
b) a representative of the Area Technique of Health of the Woman, e
c) a representative of the Direction of the DAPE IV. A representative of the Organization Pan-American of Health - OPAS/OMS

Art. 3º The Coordination of the Work group will be in charge of the Cabinet of the Secretary/SAS Sole paragraph - the Coordinator of the Work group will be able to invite representatives of other areas the SAS and the Health department to participate of the meetings.

Art. 4º For the development of its attributions, the Work group will count on the cooperation of the areas techniques of the SAS and on the administrative support of the Cabinet of the Secretary/SAS.

Art. 5º This Decree shall enter into force upon its publication
